Minnesota became the 38th State in the Union on May 11th 1858 

Minnesota Offers: City Charter Amendments, Recalls, Legislative Referrals.

Signature Requirements:

  • City Charter Amendments: 5% to 15% of those who voted in the last State General Election in the city.
  • City Charter Amendments Deadline: 17 weeks before the General Election.
  • Recalls: 25% of votes cast for the office to be recalled.
  • Recall Deadline: 90 days

Article VIII Section 6 gives Minnesota Citizens the right to Recall but only because of malfeasance, nonfeasance, and serious crimes of misdemeanors or felonies

Article XII Section 5 gives Charter Counties and Cities the “home rule” right to initiative on charter amendments.
